Kommandeure der Ersatztruppen/numbered divisions

Hello,

Does anyone know why the fifteen initial Kommandeure der Ersatztruppen tasked to manage the replacement units in each Wehrkreis at the start of the war were disbanded and replaced by 25 numbered divisions (first 151. Division, 153. Division, etc.; then Division Nr.151, Division Nr.153, etc) between October and December 1939?
Too many Ersatztruppen in most of the Wehrkreise, so they needed an additional divisional command? Using a name that sounded more "aggressive"?
