Stab, Sicherungs-Division Dec 1944

When I am checking German OOB in Dec 1944, I find out there are called Stab, 52. Sicherungs-Division and Stab, 201. and 207. Sicherungs-Divisions in Heeresgruppe Nord, so I would like to ask it it still a complete Division or just really a small headquarter to control other heer units ? If we count the number of divisions, these three divsions still need to calculate ?
