Wach-Rgt. Berlin and Wach-Btl. Berlin sept./nov. 39

Hello
In a Karteikarte (of an officer) it is stated that the Wach-Rgt. Berlin still exhisted on 27 sept. 39 and that the Wach-Btl. Berlin exhisted already on 10 Nov. 39. Tessin mentions no Rgt. and mentions the Btl. from april 40.
Karteikarte or Tessin wrong ? If Tessin wrong, who commanded the Rgt. late sept. 39 and who the Btl. in nov. 39 ?
