Yes, that's it: 30. Waffen-Grenadier-Division der SS Weissruthenien
The national designation Weissruthenien implies that the bulk of the volunteers originated from Belarus.

He was 1st soviet officer, then commander of experimental SD sponsored unit, after partisan commander, and killed by germans during "Spring Feast" operation.

Not sure. I have never seen a photo of him as young person. But is it Subhas Chandra Bose? The native political leader of Indian Legion, which later converted to be Indische Legion der Waffen-SS.

Next question: Men of this self defence force wore turbans, but not all of them. They were coordinated/under German command and inside european continent.

Unfortunately, I don't have that information. The picture can be found in different webpages, but none of them indicates the time when the photo was taken. One could suspect that the photograph is most likely from the period of his early life - many years before SS was even founded in Germany. A couple of sources of the image:

There were several pro-Greman units founded in the Balkans in which soldiers were of different nationalities and religion.
Maybe the Muslim SS self-defense regiment of the Rashka--Sandzak region in Serbia meets the criteria?

I'm not sure if anyone is interested in this quiz anymore, but just in case: a hint to the current question. The title has something to do with Soviet air assault on Tallinn as at 9 March 1844.
