What badge is he wearing on the right pocket, and do anybody have a better picture?

Semenov : Thank you for these information. I had the confirmation of the same name by an another contact. Would you have information on the biography of this officer ?

For information, the diploma presented by Semenov present the signature of Assberg below to the right, under Leiter der Schule (thank you LG ;-)

Hi,
Yes I have it, but in Russian.
Shortly -
Arzeso (Assberg, Assbergjans) Vladimir Gavrilovich. Colonel in Soviet army, general-major KONR.
Born 25 june 1895 i n Taganrog. Served in Russian Imperial army, last rang - podpruchik.
From 4 october 1941 MIA. POW. In 1943 organised Officier school in Marjample. Later in France. In stab general Köstring. From december 1944 in KONR. From 27 februar 1945 general-major KONR. Killed in USSR 10 februar 1947.

Askold, looks like an eastern peoples award, but I couldn't say for sure given the angle.
