Anyone got an idea of the entire french WW2 propaganda movie from which this is cut-out ? Also I'd like a bit of help in identifying the details of the uniforms of the men present at the troop inspection @ 0:15 in the movie (where Oberguppenfuhrer Phleps appears).

I am presuming this was taken in his very own village of Biertan, Romania.

EDITED : The video was filmed in Medias, Romania.

Footage is most probably taken from German newsreel.
Guys in black are members of E.S. (Einsatz Staffel).
