The caption states:
They look like Japs, but they are Mongolians captured with the Nazis in Normandy. Looking not too happy about the whole affair, this group is shown aboard a Coast Gaurd-manned troop transport en route to internment in the United States. A Coast Guard Chief Petty Officer (left) and a Marine stand guard.
Captured Red Army soldiers who "volunteered" for the Heer, perhaps?

Just poor guys from the 781 Turkestanisches Infanterie-Bataillon ,Kyrghyzs,Tatars or Turkmens ,not Japanese ,Coreans or Siberians Mongols
