German forces not in the East in 1941

Need help. What was the German force in 1941 in Western and Northern Europe which did not participate in war in the East?

I was able to find some info just about Luftwaffe

In summer that were:

6 fighter groups in Belgium and France.
10 different groups in the Mediterranean theater of war
5 groups in Norway
+ some air defense units in Germany

Also In july from Western Europe were redeployed 28th-kampfgeschwader and 100th-bomber group.Thus, about 40% of planes were not in Eastern Front

It would be nice to find info about infantry, tanks and artillery

I could not find a section for the German OB in the west in 1941. Can you direct to that part?

All units not in the east (black) are in the West, except those in/enroute to North Africa (green), and those in Norway/Finland (blue).

Or have I misunderstood your question?
