Not sure of the date. The 5.5" guns are present. These were all removed in May 1940. Others with better knowledge of the ship might be able to pin down a better date based on modifications.

The searchable database here has her in Malta in 1939, and not after that. So my guess is the picture is falsely dated.

The coloured bars on her turret are similar to those worn by foreign warships enforcing the embargo on Spain during the Spanish Civil War.
