Is this Churchill in Cairo in November 1943?

Is this Churchill in Cairo in November 1943?

I have had quite a bit of difficulty in establishing just where and when this photo was taken. Finally I have come to the conclusion that it was probably taken in Cairo between the 22nd and the 26th November at the British Embassy. Churchill has Eden and MacMillan on either side of him but the fourth man is obscured. Can anybody please confirm that this is correct and maybe what the particular occasion was.

Doesn't seem to be him. I think is body attitude is different.

No it is definitely him Dili and you can see MacMillan and Eden sitting next to him. My question is really was this picture taken at the British Embassy in Cairo or was it somewhere else?
