I need help identifying this document

I hope i posted this in the right place if not my apologies.. I found this document and no one can seem to tell me anything not even the museums, please help!

It's a Declaration of War upon Germany from April 6, 1917.

The question is whether this is just a print, or if the signatures are original.

It is a copy from 1917.. the paragraph at the top is the declaration of war which i have found everywhere online, however i can not find it with all the signatures... Is it worth anything or just for looks?
