it´s a German gunboat, but ...
either ILTIS, involed in the Boxer rising in China in 1900 (shelling of the Taku forts),
or PANTHER, involved in the Morocco crisis of 1911 (Agadir).
The two are not distinguishable ... but I presume it (she, as a ship) is the latter.
