And if we continue on that path, instead of the "unhealthy" speculations and assumptions, we can find out for instance from H P Krosby Suomen Valinta 1941 p.329-338 about the Finnish-German negotiations 3-6th June 1941.
There one (Kinzel) out of three (Heinrichs, Buschenhagen and Kinzel) memorandums/minutes mention the Finnish warning about Germans not to even plan Quisling-government in Finland.
Seems that the only source of the Quisling-government comes from Kinzel.
And the only source of "Dictator of Finland" comes from Phïlip S. Walker.
Kinzel from Krosby, my translation:
Hän varoitti syvän vakavasti jokaisesta yrityksestä muodostaa jonkinlainen Quisling-hallitus, mikä heti katkaisisi kaiken yhteistyön jatkamisen Suomen ja Saksan välillä
Regards, JuhaHe (Heinrichs, JT) deep seriously warned for every attempt to form sort of a Quisling-government, which immediately would cut all of the continuation of co-operation between Finland and Germany

Only two memorandums/minutes about the meeting seem to have been made.
One by Buschenhagen and the other by Kinzel
