With a quick search, this is the earliest use of the gas mask covers I happed to find:

Thank you, Ilya for the Fargo photo. I had not discovered that one yet and it is a most rare vehicle.

The:
33545, 1941-08-10, Chevrolet 1939
seems to have some sort of of a matt/anti glare paint
50468, 1941-09-21, ZIS-5 with wrong cabin, the statuette seems to be a Soviet "Ded Moroz" toy
Yep, at first I thought it to be Santa Claus, but I think you are right here.

The distinctive features of Ded Moroz are long fur coat and warm fur cap. Such toys were made from wire frame, cotton wool and paper, my grandma has a similar one from late 1950s.
