My guess is Heikki Savolainen, medical Captain in the Winter War, bronze medalist of the 1936 Olympic gymnastics team event and individual and team gold medalist of the 1948 Olympic games.

Correct answer!

Heikki Savolainen took part as an athlete to five Olympic games and won medals at each of them - nine medals totally.
The two other persons at the photos were his team mates at the Berlin Olympic games: Esa Seeste and Markku Uosikkinen.

Hint3: I don't know if the insignia was made by a museum for their exhibition, but it has blue and white vertical stripes and blue and white vertical stripes had also the uniform of the bearers.

Maybe boys and men taken prisoners by the Germans, like työvelvolliset - work oblicants(?) in Mikko Laaksonen's book "Punanatsi" - Red Nazi?

Worn by civilians who were taken as hostages by German soldiers in Tornio and Rovaniemi?
