An article by Richard Pankhurst,he details the angles Mussolini was hoping to play.This plan was floated soon after the Italians had seized control of Ethiopia.

Roosevelt expressed interest.The Gildemeester Committee became interested.

Like most of these plans to move Jews to foreign lands,it appears to have been mostly smoke and mirrors.
