It was intended as a call for witnesses rather than a simple informational article as Wikipedia suggests.

Arnold Buscher (Buescher in this article) was Amon Goth's replacement as commandant at Plaszow. He features several times in the book "Oskar Schindler: The Untold Account of His Life, Wartime Activities and the true story behind the List" by David M. Crowe.

He took over around the period when Oskar had been imprisoned by the Gestapo for the third time in 1944, and was reluctant to send his female workers on to Brunnlitz. Eventually though, as history tells us, Oskar succeeded.

Cheers,
Adam.
