I did say I didn't speak German so thank you for helping me. One query, I don't see any "Nur" in the text and Google translator just says official as the translation not internal. The latter part, yes that translates accurately to what you said.

I'm aware that there is documents that were private but there is still an awful lot of things that were openly available and said to the German public that was anti-Polish.

It seems I put the phrase in its perhaps more common form by adding nur. Should have checked the original. Internal is just a possible alternative translation although "official" is more accurate, I think.

Hitler's proposals for a German-Polish alliance is not on topic for this thread. The topic is NS-propaganda and how is portrays the Poles, not any other aspects of the Nazi regime and Poland.

After the Bromberg massacres of September 1939 took place, NS-propaganda responded to this and said it could have "only have been conceived by subhumans with the disposition of animals" and "if someone comes and tells you 'his Pole' is a decent chap, you tell him that for us Germans, there is no such thing as a decent Pole - just as there is no such thing as a decent Jew."
