Personal involvement is not a necessary condition, if there are other reasons, like in Heydrich's case.

Show us the reason to use Fritz Reinhardt's name. His being responsible for looting operations in general is not the reason to call AR by his name, unless he was directly involved. By the same logic they could have called it "Aktion Hitler" - Hitler was the ultimate boss, after all.
