Might be "Nürnberg"/"MRS 12", even if I don't know pictures of her with this camouflage scheme.

Imho your picture shows the minelayer ELSASS (ex COTE D’AZUR). Look at this, the fourth ship from above!

In my opinion neither "Elsass" nor her sister "Ostmark", the stern doesn't fit.
I assume it's the "Lothringen", the former French "Londres" completed during the war only, but I don't know any picture of her taken while in service as minelayer (there are some identified as "Lothringen" which in fact show the "Ostmark").
