questions about German naval report on Danube

Hello people, i recall seeing a thread on German Danube forces on a Romanian forum, it mentions a German naval report on the Danube river transports by March 1945. Strangely the reports says among the 1000+ remaining floating vehicles on Danube, there were a number of Romanian and Bulgarian ships and boats in addition to German ships. It confuses me because at that time, the Romanians and Bulgarians had defected and became enemies to Germans, so why these vessels were listed on German naval report regarding German transport forces??? Were these ships actually under German military control(seized or supervised), or were they de jure belonging to the pro-Axis gov-in exile from these two states, thus considered German allies?
