1931 - 1933 Chief of 1st Section (Organization & Mobilization), 1st Bureau, General Staff
1933 - 1934 Head of General Affairs Bureau, Ministry of War
Tojo was Kwantung Army Chief of Staff later at the begining of the 2nd Sino-Japanese War.

Tojo did not participated in Jehol Operation. Peter H and Lt.Amuro confused it with Quhar Operation in 1937.
The chief of staff of Kuangtung Army in Jehol operation was Gen. Kuniaki Koiso.

Manchukuoan units in Operation Nekka

42,000 Manchukoan soldiers were involved in the invasion of Jehol. This force was made up of 7 Detachments of the Taoliao Army, 3 Detachments of the National Foundation Army, National Protection Army, and National Salvation Army. and the Guard Corps. Its generals were Li Chi-chun, and Chang Hai-ping. Western news reports at the time said that the Manchukoan troops had fought particularly well, with one detachment capturing 5,000 Chinese soldiers.
