I think there were two chains of command.
One was;
Sasebo Naval Distinct – Okinawa Area Base Force – 43rd Minesweeper Division and Ohshima Coast Defense Unit
The other was;
Sea Escort Fleet General Headquarters – 4th Escort Fleet
In early stage、 same commander commanded both Okinawa Area Base Force and 4th Escort Fleet.
