Japanese Infantry regiment home city

Imperial Japanese Army Infantry regiments in World War II each had a home city, where it was raised. For example, the 4th Infantry regiment was raised in Sendai in 1888. My question is, during World War II, we're the rifleman in this regiment all from around this city? Sort of like the German Wehrmacht had different Wehrkries for each division where troops would be from the same area.
