I believe he is referring to the "Winds Code Execute Messages" (although there were three and not four) which were employed by Tokyo to advise the Japanese Embassy in Washington of a major break in diplomatic relations with either the United States, Great Britain, or the Soviet Union. They were to be used in the event that regular communications channels were unavailable.

There has been a continuing controversy over these messages since 1941, a controversy which has firmly taken root in the bedrock of conspiracy theories and the mythology of World War II. Some claim that the interception of these messages proves that the U.S. had forewarning of the Pearl Harbor attack. A recent investigation by the National Security Agency (http://www.csicop.org/si/show/pearl_har ... s_message/) seems to prove, among other things, that the Winds Messages were not received by any U.S. activity until after the attack had ended.

The Winds Code was never implemented because communications were never broken. End of story. Safford made a claim that he'd seen a winds execute message, but the Japanese pointed out that they didn't send one. Safford's case rests on the fact that one message, 7001 IIRC, was missing, and none of the others had the winds implementation message, so 7001 must have had it.

I have a War College dissertation on this if anyone wants to read it.
