General index of legal documents quoted in this forum

I dedicated some time to create a general index of legal documents quoted in the forum (virually all contributions by Fontessa), Army Regulations "A" and IGHQ Army Orders. There are 2 pressumed mistakes in the numbers (94 Army Regulation / 1941 and 1718 IGHQ Order), so I have pointed out the link to the topics where appear those numbers. I think it would be great to complete the gaps, particularly the most important IGHQ orders of the period 1939-1941.

I have missed the issued date of 94 Army Regulation / 1941.
It was not 4 February 1941, but 4 December 1941
1718 was not IGHQ Order (Dairikumei), but IGHQ Direction (Dairikushi)

In Dairikumei, there were two characteristic phrases
(1) 奉勅伝宣 (Promulgated by Imperial Decree)
Dairikumei took the formality that the chief of the general staff tells the emperor's order. In other words, the chief of the general staff was a mere messenger.
(2) 細項ニ関シテハ参謀総長ヲシテ指示セシム (The chief of the general staff is to direct the details.)
In Japan of those days, only the emperor could give orders to the Army (and the Navy). So the “order” from the chief of general staff was called “direction”. Dairikushi was this “direction”.

I would like to fill in some gaps. Because I am interesting in IJA Air Force, most orders are about it.
First of all, Japan’s fiscal year starts in April, unlike U.S.. So Fiscal Year 1939 should be 1939, for example.

Can I understand that July 21 1941 No.508 Preparation for Kwantung Army Special exercise (Flying Units) and
August 2 1941 No.522 Preparation for Kwantung Army Special exercise (Non Flying Units) are the so called "Kwantung Army Special Mobilization Order"?

No, these 2 Dairikumeis ordered following units already organized to move to Manchuria.
- 1 air regiment
- 2 direct co-operation air units
- 5 airfield battalions
- 8 airfield companies
- 2 air signal units
- 4 field airfield construction units
- 2 field meteorological battalion headquarters
- 4 field meteorological companies
- 4 duty comapnies

The mobilizations for Kwantung Army Special Exercise were concealed. For this, these mobilizations were called 特臨編 Tokurinhen (Special Tentative Organization).

- Issued date: 7 July 1941
- The first day of mobilization: 13 July
- The day of mobilization completion: 7 July - 24 July

Thanks Fontessa. You are giving a master class. So the Special Mobilization Orders for Kwantung Army weren't numbered. Another question about the IGHQ Order for 17th Army.

On 20 May 1942 it was issued an IGHQ Army Order for 17th Army. The following units were added to the OOB of the newly formed 17th Army:

I'm absolutely astonished. Very impressive. Thanks a lot. Just a comment and few questions:
Perhaps Aoba Detachment was formed from 2nd Infantry Group HQ, not 2nd Infantry Brigade HQ?
35th Infantry Brigade formed the Kawaguchi Detachment on November 20, 1941 and not re-joined 18th Division until November 1942. So I assume that when you are speaking about 35th Infantry Brigade in May 1942, you are referring to Kawaguchi Detachment. The forces attached in November 1941 to Kawaguchi Detachment were all still attached in May 1942 when it joined 17th Army?

Just one more comment: 51st Division (according with extinct Lt. Amuro page) was assigned to 18th Army on 16 Nov 1942. In your list appears under 17th Army. Perhaps was assigned to 18th Army some days later by means of another IGHQ Order?

Yes, it was my mistake. 2nd Infantry Group HQ is correct. Similarly 55th Infantry Group, not 55th Infantry Brigade HQ for Nankai Detachment is correct.

Army Regulation “A” No. 30 dated 17 March 1944 ordered the organization of the 7th Area Army HQ. And IGHQ Army Order No. 977 dated 27 March 1944 ordered the OOB of the 7th Area Army.

It my fault. The 51st Division was in the OOB of the 18th Army.
