The IGHQ Army Order no. 506 was issued on 11 July 1941. After the outbreak of hostilities between Germany and the Soviet Union, the Imperial Armed Forces decided to reinforce the Russian border in order to prevent an attack caused by an extension of German-Soviet conflict to the remnant members of Tripartite Pact.
Japanese Monographs (Preparations for Operations in Manchuria) offer a considerable amount of data about the units mobilised by the Special Exercises. But I detected too a lot of omissions.
The document (IGHQ Army Order no. 506) probably offers a sure and complete list of mobilised units, but I haven’t found it.

2nd Railroad Regiment was formed in Tokyo on 3 Oct 1918. Assigned to North China Area Army by the Army General Staff Order no. 82 issued on 31 August 1937. If it was reformed in Japan on 11 July 1941, it means that it was disbanded between 1937 and 1941. Do you know when?
4th Signal Regiment: a narrowly similar question. It was formed in Aomori on 1 August 1939. I don't know to which unit was assigned. Col Yoichi Tada was appointed its CO. Probably it was demobilized on 2 December 1940, and reformed later in July 1941?
1st Field Transport HQ: a narrowly similar question. It was formed on 18 July 1938. Major General Kyuma Yoneyama was appointed its CO. I don't know to which unit was assigned. Probably it was demobilized in 1940, and reformed later in July 1941?
270th and 271st Independent Motor Transport Companies: you listed them as a Kwantung Army direct assignment. In Japanese Monographs they appeared as a 6th Army assignment.
52nd Independent Transport Battalion: you listed them as a Kwantung Army direct assignment. In Japanese Monographs they appeared as a 3rd Army assignment.

Do you know the number of the Army Regulation/s that formed these units?

No no, the units of which Mobilization Supervising Officers I listed were all mobilized for Kwantung Army Special Exercises. (except "not assigned " units) These units were mobilized by 特臨編 (Tokurinhen = special tentative organization) which was named to hide the intention of the mobilization. After Dirikumei No.506 was issued, another Dairikumei (No.520 dated 1 August) assigned additionally mobilized units to Kwantung Army.
