IGHQ Army Order no. 767
Dear friends,
The IGHQ Army Order no. 767, issued on 27 March 1943, assigned the OOB to the newly formed Burma Area Army and to 15th Army. "The order of battle of the Burma Area Army and the 15th Army is hereby ordered. The order of battle is as shown in the appendix". But the appendix is not there.

Probably where you write "13th River Crossing Materials Company" you really mean "14th River Crossing Material Company", or perhaps both (13th and 14th) were assigned to 15th. Army.

15th Army Military Police Unit was formed from 4th Field Military Police Unit on 15 July 1943. So, probably, in March 1943, Senshi Sosho is referring to 4th Field MP Unit.

Or perhaps the Order no. 680 was executed and there is a mistake in translation (14th instead of 13th). But the Order 680 was avorted for virtually all units assigned to 11th Army.

According to 部隊略歴 (Unit Brief History, page 49 of JACAR C12122446400), this unit moved to Burma on 13 June 1943. We can see IGHQ Army Orders in JACAR. So I checked them form 27 March 1943 to 12 June 1943. But couldn't find the Order to transfer the unit to the 15th Army. However JACAR lacks the 780th, the 781st, the 782nd. One of them might be the order of the movement of the unit. In the translation by MacArthur's Staff there is a gap from 780 to 782. 779 (21 Apr 1943) is referred to tranfer of several railroad units from Kwantung Army to Burma Area Army. 783 (1 May 1943) is referred to assignment of newly formed units to China Expeditionary Force, North China Army, 1st Army, 11th Army and 13th Army.
