I don't have anything for this vessel...never been able to find a single thing on her save for her TROM, which has no CO info. TIA to anyone who can find out more about her!

She was also used as a dispatch boat, if that helps any. Here's a link to her TROM:

Hello, ijnfleetadmiral,

"Kotaka" is treated as a gunboat in the foreign country, but IJN classified her as Chore Ship.
It was too small and equipped with only a few machine guns.

I have checked Kaigun Jirei Koho (from July 1937 to May 1944) page by page, but couldn't find the officer assigned to her.
