In a Glimpse of future ways of war. The idea of Declaring War, that could have serious implications, was replaced with a sudden death showdown between equal limited in size forces contained within a specific area. The General idea of avoid long costly battles of attrition , and exhaustion.
The drawback, what if the opposing power being attacked Declared War.
In July 1938, The NY Times reported that such an event was taking place , in a far corner of the World between Imperial Japan and Russia,, an undeclared War was being Fought.
The Changkufeng Incident or Battle of Lake Khansan started as a border dispute where the Tumen River coursed in a horseshoe pattern to the West, the result of flooding and erosion, that then displaced border markers. With no clear Border Markers, approximate lines would have to be quickly established before any areas without markers could be claimed. In this process, Border Guards elements and IJA Border Garrison elements routinely clashes escalated into Full Scale Small War, that would last into August.
