Raleigh, N.C., Associated Press, The New York Times, Thursday, July 29, 1943: Under emergency powers granted to him by the 1943 Legislator, Gov. J.M. Broughton acted today to enforce a "work" law in North Carolina. ... He issued a proclamation directing every male between 18 and 55 not now working as much as 35 hours a week in "gainful" employment to take full-time jobs in essential industry or agriculture. ... The proclamation provides for an inventory of all manpower in the State, and directs its mobilization, conservation, and distribution. ... A Labor Mobilization Board representing agriculture and industrial interests will be set up in each county. Each committee is to make plans for the inventory, distribution, and use of labor in each county. ... Each committee is to compile names and addresses of all men not gainfully employed, and physically able to work, and turn them over to the Federal Employment Service office. An unemployed person will have 24 hours in which to accept a job offered him or his name will be turned over to law enforcement agencies for prosecution under the vagrancy laws. ... The Governor's proclamation will become law as soon as it is approved by the Council of State or cabinet. Just a minor aside - even in the UK, with conscription, and semi- and unskilled labour going into industry, and women...there was STILL anything up to a million men unemployed annually during WWII. There was always a panel of men who were simply unemployable...
Twenty years ago we had Johnny Cash, Bob Hope and Steve Jobs. Now we have no Cash, no Hope and no Jobs....

I totally agree Phylo. ... I recently saw one news article from the first half of 1943 where the British wanted to draft some of those unemployable to work the coal mines. ... I saw another article reporting Ford in the U.S. had fired a 160 strikers (in 1943), then turned their names over to the draft board.
