Since it is a lot of Luftwaffe high brass, my money would be on a Cäsar type like this:

those are the only four we know of for sure and it took five years to find them.

I found a reference who were on the pictures. It were Kammhuber and Falck and Romanian General Brjev and General Silvesiri. Another pictures shows more Romanian officers a big building and a aircraft hangar.

French Observationpost at Boulogne, now in use by the military or coastguard.
The Germans later built a Flakbattery at that point.

Hi Sturm. It looks like Soviet bunker for the frontal fire of fortress anti tank guns. It has typical rods for the camouflage nets. The embrasures may not by installed yet. Similar to the bunker at my photo.
