I have never come across a 15 barrel Nebelwerfer before either. To me it looks like three rows of launchers similar to those on a Panzerwerfer 42 (which had 2 rows of 5) mounted on a 5 cm Pak 39 gun trail. Looking at all the photos on the link you provided I cannot see any makers badges, plates, or serial numbers except the makers name on the tires.

Re: 15 Barrel Nebelwerfer info
Clive,
This seems a mystery weapon, though I must note that the 5 cm. Pak 38 used torsion bar suspension and this strange rocket launcher has leaf springs. Though some parts could still be common. Maybe one of the launchers listed here is this weapon?
There seems to be too many types shown.
