Who has any idea were this ex French seaplanes base was located , could it be near Brest ???

According to the crane, buildings, and landscape in the background, I think it could be Lanvéoc-Poulmic.

Yes Jos, some buildings were erected on higher ground.

Here is the construction of Lanvéoc-Poulmic sea-plane base in 1935 :
