Could this be it, seems like a solid propellant cartridge. This is for the 38cm but all things seems to be equal on the 38 and 40,6cm

According to my papers this is the Vorkartusche für Grosse Gefechtsladung (large charge).

Some data:
38 cm SKC/34 (Siegfried):
Normal charge: Hauptkartusche: 115 kg RP40 + Vorkartusche: 143 kg RP 40
Large charge: Hauptkartusche: 115 kg RP40 + Vorkartusche: 180 kg RP 40 in container PKH

40,6 cm SKC/34 (Adolf):
Normal charge: Hauptkartusche: 130 kg RP40 + Vorkartusche: 164 kg RP 40
Large charge: Hauptkartusche: 130 kg RP40 + Vorkartusche: 205 kg RP 40 in container PKH

Hope this info will help. The 38 cm E-kanone (Siegfried) also had large charge in PKH containers for firing the Siegfriedgranate, ref US INTREP on guns captured near Ahlen, Germany.

Here is the accompanying text.
If you see under b) Naval charge
… cast propellant… and as you say in a silk bag. Looks like 10 holes In the sides of the cast propellant on both drawing and picture, also perforated plate in the end. Could be training charge without the silk bag
