The Baltic Barons offering to cede some of their land in 1918?

It states on page 208 here that the Baltic Barons offered to cede one-third of their total estates and lands in 1918 so that these lands can be used for ethnic German settlement:

Anyway, my question here is this--does anyone have more information about this offer on the part of the Baltic Barons? Indeed, why exactly would the Baltic Barons have been willing to cede (as in, give up) one-third of their total estates? Were the Baltic Barons going to get some kind of compensation from the Imperial German Government for doing this?

Indeed, any thoughts on this?
