Unknown german consul.

Is about an vice consul, from germany by the name of Ernest Kall i belive. So he is burried in Romania, more precise in Constanta, but i could not dig nothing about him. Any help would be apreciated, and this forum was my first option.

I don't quite see what an Imperial Consul has got to do with the WW2 Axis, but it is obviously the grave of Ernst Roll. Apparently he was a honorary consul, not a career diplomat.
Ernennung zu Deutschen Konsuln vom 17. Juni 1872

Seine Majestät der Kaiser und König haben im Namen des Deutschen Reichs

den Kaufmann Ernst Roll in Kustendje und
den früheren Vizekonsul des Norddeutschen Bundes Jonathan Wagner in Honfleur

zu Vizekonsuln des Deutschen Reichs daselbst zu ernennen geruht.
