Right you are on all counts.
There was a lot of pro German Sentiment in Samoa, as Sohf ran a rather enlightened colonial admin- & New Zealand was 'bloody awfull 'http://www.janesoceania.com/samoa_aboutsamoa/index.htm

Thank you Waldzee, your clues helped a lot. You're right Solf was an enlightened politician. My question would be, what was unusual about Solf's widow's tea parties?

Who am I?

I was born in Nuremberg on November 27th 1875 and died on Kabakon (formerly German New Guinea) May 6th 1919. I spent 18 years on Kabakon and during that time I wore no clothes and ate nothing but coconuts.
