Who is this Italian man

Please tell me who is this Italian man in the centre of the photo?

Based on other photos showing this Italian in Berlin, refering to him as polizeiführer Palma I suggest that the Italian official is Amedeo Palma, Questore (Head of Police) in Rome November 1935 to January 1943.

Steen Ammentorp, thank you for your help. But now I have doubts. On the site, http://www.bild.bundesarchiv.de I found information that name of this man is Arturo Bocchini. And he was also the Chief of Police from 1926 to 1940. http://it.wikipedia.org/wiki/Arturo_Bocchini
What do you think about this?

Bocchini appears to be at the photo as the first from the right side, not at the center.

Sorry,
In the center of the photo is Kurt Daluege, SS-Oberst-Gruppenführer. Left of him, Chief of the TeNo, Hans Weinreich. On the right, you're right Durb, according to Wikipedia, this is Arturo Bocchinibut, but as correctly noted Steen Ammentorp, in some photos he is called His Excellence Palma. I would like to clarify this is Arturo Bocchini or Amedeo Palma?

A question,I ever thought that Arturo Bocchini dressed with civil clothes because he was a chief of professional police and therefore Mussolini after to have suffered several attempts against his life,he confided his life to Arturo Bocchini because he was a professional police.Before Mussolini had confided his personal safe to Black Shirts.
Somebody can put here information about Arturo Bocchini and also of the OVRA.

In the photo above the Italian personality that is situated to the right is Arturo Bocchini,is sure.Really he was a professional policeman,he wasn´t an amateur.From that Mussolini took the political power in Italy after of the March of Rome (October 28,1922) he suffered several attempts of assassination,now I speak from the memory perhaps three or four attempts in very few time.Until this moment the personal security of the Duce had been in hands of members of his bodyguard,much of them were old Arditis of the Great War,for exemple the killers of Italian socialist leader Giacomo Matteotti were old Ardities and they belonged to the old guard of the Fasci di Combattimento founded in 1919.The members of the bodyguard of Mussolini were soldiers of first line of fire,they were valiants for to fight in a fighting body against body but they were ignorants in the police methods of watching,research,to give protection.This type of work needs an special training and formation that the members of Arditi hadn´t.Therefore the life of Mussolini was in danger and therefore was enough easy to have access to the Duce and therefore come to him several terrorits strikes made by people few professional.The strikes made against the life of Duce were few professionals even one of them was released by a fool Irish lady.From this moment in which Mussolini saw the dead very near,he was wounded in his face,when Mussolini decided to change in the issue of his personal safe and he sought the best police of Rome,Arturo Bocchini.Bocchini never was fascist,he had conservative thoughts but he wasn´t fascist.Bocchini made his work,the first measure that he took was to deploy great number of policemen in Villa Torlonia.

Mussolini lived in the outside of Rome,in Villa Torlonia,this palace was in the field and Mussolini worked everyday in the Palazzo di Venezia,he had to make everyday the way between Villa Torlonia and Palazzo di Venezia.When arrived the night in the around of Villa Torlonia were saw great number of small lights in the middle of the night,seemed hundred glow-worms,these small lights were the cigarettes of the policemen that they watched Villa Torlonia in the night.Owed to the extreme measures of security taken by Arturo Bocchini the life of Mussolini stood a save.

As Mussolini saw the good work made by Arturo Bocchini and although the Duce knew that Bocchini wasn´t fascist Mussolini gave to Bocchini other work,to organize the fascist Italian police for to fight the anti-fascist activities in all Italy putting especial interest in Rome.This fascist secret police was named OVRA,also Bocchini was the chief of the Italian Police (Carabinieri).Is curiosity the origin of the name of OVRA.The Fascist regime wished to give fear to the enemies of the Fascism especially the elements of the lefts (socialist and comunist),therefore was chosen the name of OVRA owed to the great phonetic seemed with the Piovra,Piovra is the common name with is known the mafia in Italy.As chief of the secret police Arturo Bocchini maximized the security,put watching in all public sites even in the public bathrooms,in the public bathrooms was frequent to find great number of pictures written in the walls in which appeared insults to the figure of the Duce,the Fascist Party,and also had comunist slogans invoking to the worker resistance therefore Bocchini ordered to deploy policemen inside of the public bathrooms.In Italy during the Fascism hadn´t free expression,this type of vigilance is typical of any dictadure.
