Leningrad was regularly flooded , nothing much new about it , it certainly would make everyone miserable ,
I do not see much military consequences beside having to abandon temporarily some forward positions , quite unusable for the opponent
with the Soviet military mindset , they would probably have kept their soldiers in place as long as their feet could touch the bottom ,
then shot those who swimmed back for deserting their post

Leningrad is a city of canals located on the coast , they are used to get more than five feet floods coming from the sea
I didn't check the record but it must be even more
