Hi,
I agree with you wm. The photo is like an official portrait photo, not taken by fun. So maybe a special permission given to a office worker as mentioned before.

Sorry, I´ve to disagree. She´s wearing the cap to the right and slightly shifted to the back of the head. That´s not the way like Germans/Austrians would wear the cap.
For russian soldiers it seems presumarly normal, see here:

Would someone wear a uniform cap on an official portrait photo in this way?
What makes this photo an official portrait photo?

Maybe professionally made would be a better term. It was made using a large format camera and professional lighting. You could order photographs like this in every town however small but it would cost real money, it isn't a spur-of-the-moment phone photo.
