So supplies, logistics and services were handled by several agencies. In the general staff administration for supply and rear organization exercised general control over supply matters, while military transportation administration handled railroad and waterways traffic. Some other administrations (directorates) were responsible for specific type of supply and services, namely Main Intendance Administration (food, clothing, generic items), POL supply (self-descriptive), financial (salaries and contracts), sanitary (all medical activity) and veterinary administrations. Other could agencies supervised certain items of supplies as well: artillery administration - weapons, ammunition, optical instruments, automobile&tank administration - spare parts for motor vehicles and tires, engineer administration - engineer instruments and materials etc and so on. No single man or body organized concerted efforts relating to supply, logistics and services. A lower level headquarters (fronts, military districts, armies) were organized in a similar way - several independent offices dealing with supply&services. As described above on 1 August 1941 this organization was changed and general Khrulev was appointed to command all services and control several formerly independent directorates.

What I find impressive is that after the confusion of June and July, once the reforms are accepted in August there is little change from then until the end of the war. This demonstrates to me that the Rear was functioning pretty well almost from its inception which when you realise that the Red Army underwent a huge expansion and changes through this period and the wide range of responsibilities covered by the Rear is pretty remarkable

The Navy formation in 1938 of People's Commissariat of the Navy's Department of Fuel was created. The Air Force organised the Office of the Material - Technical Supply and in 1939 it was organized into the Department of Fuels and Lubricants.
From the very first days of the Great Patriotic War, revealed the imperfection in fuel supply system of the Red Army , revealed weaknesses in the organization of the service .The first days of work in the conditions of war have shown , that the organization - staffing structure of the Office of the Red Army fuel supply does not meet the requirements of wartime .Therefore, even 5 July 1941 staff number 1/147, entered the General Staff directive ГШ № ОРГ/ 6/5262 from 08.07.1941, the new organizational structure of the USG KA, according to which the number of Office installed 158 soldiers and 79 officals were approved. According to the order № 0257 from NKO 01/08/1941, decision GFCS number 300c of 31 July 1941, the Red Army Fuel Directorate was part of the Rear Services of the Red Army USG KA (УСГ КА ) and is directly subordinate to the Chief of the Main Directorate of the Rear of the Red Army. Organization in the new structure USG Red Army had 10 departments, organizational, planning, procurement and operation of fuel, supplies, maintenance and repair of tanks, pumping and filling means, operation of warehouses, industrial and technical, financial, human resources, inspection and Directorate, inventory accumulation and accounting fuel, coding and secret units.
In 1942, the Office transferred to the state № 01/226, adopted 18.05.1942, the total number 157 of 80 soldiers and 77 officials. Departments as it was still ten, but varies in part of their name and functional orientation: organizational and the personnel, planning and accounting, supplies of fuels and lubricants of the army, the supply of fuels and lubricants military districts, technical equipment procurement, maintenance depots and workshops, building warehouses, transport, financial, personnel, as well as four branches: industrial, technical, accounting and accumulation of reserves, secret and general.
In 1943 USG Red Army transferred to new staff № 01/374, adopted 18.09.1943 year (introduced by Directive GSH № ORG / 6/140087 from 03.10.1943,). Directorate increased to 14 departments: organizational, planning and accounting, supply air fuel, supply tank and tractor lubricants of the army, operation of warehouses and workshops, construction of warehouses, transportation, engineering for lubricants, industrial on fuel, storage of petroleum products reserves, financial, personnel, as well as inspection and coding and secret department and a general office. The number of Directorate 190, made up of 103 soldiers and 87 officals.
In 1944, according to state № 01/407, approved 3/23/1944, the fundamental changes in the structural organization of the Office did not happened. Instead departments of Supply Tank and Motor Tractor POL (ГСМ) of the army and military districts, were joined to create a single Department of Supply of Tank and Tractor POL. Instead of the technical departments for fuel and lubricants for industry, created one department - industrial and technical. POL Accumulation of Reserves Department renamed Department of Mobilisation Reserves of POL. The total number of USG KA 231 is set at 140 military personnel and 91 officals.
In 1945, the Directorate remains in the same state until the end of the war. Doc. Number 37.

Since its inception and up to the mid-thirties sanitary service in different years was directly subordinate to the chief of the main army supply (in today's understanding of the Chief of the Rear of the central level). The reorganization carried out in the following years, led to the fact that a few years before the beginning of the Great Patriotic War, the medical service has been withdrawn from the Rear, and for health care to meet the relevant heads of subordinate commander (commander), and the management of the service in general was conducted by combined-arms headquarters.
At the same time, the military-sanitary service, headed by a Chief, and Directorate of Military Sanitation of the Red Army after undergoing military reform in the course of its implementation (1921 -. 1928) and in subsequent years continued to remain within the People's Commissariat of Health of the RSFSR, the operational against submitting to the People's Commissariat for Military and Naval Affairs.

In 1940, a new state number 1/17, introduced by the directive of the General Staff number ORG / 6/106066 from 10.09.1940 year, the Sanitary Directorate of the Red Army consisted of 11 departments, having in its composition of 2-4 specialized sections: organizational-mobilization, personnel , medical, sanitary-epidemiological, military and medical schools, inspection of sanitary service of the Air Force, training, the Rear, procurement, spa and children's institutions, financial, and 4 branches – the journal of sanitary-chemical protection, secret and administrative-economic. The total number of Directorate consisted of 112 military personnel and 100 officials. In such structural organization of the Military-Sanitary Directorate of the Red Army entered the Great Patriotic War.
From the very beginning of the war revealed weaknesses in the organization of medical support, which is expressed in non-compliance of the organizational structure of the medical service requirements of tasks in the new environment.  In this regard, a number of important decisions and regulations that are directly related to its activities.  So the order of the number of NKO from the 0287 Sanitary governance structure has been cancelled 11.08.1941, the Red Army, a certain state number 1/17 - 1940 and the same order of the state number 1/117 introduced a new structure of the central health authority – Main Military Medical Directorate of the Red Army (GSVU KA)((ГСВУ КА) ), passed as part of Rear Services of the Red Army with the direct subordination of the Chief of the Rear of the Red Army. Chief of the Rear of associations and connections were subject to appropriate medical service agencies. The staff remained directly subordinate to the commander of a senior doctor. Number GVSU Red Army established 192 military personnel and 170 officials. The structure consisted of three departments: the medical-evacuation (departments – medical evacuation, statistical, information desk for the wounded and sick);  training and preparation (personnel departments, higher and secondary medical institutions, military training of medical staff and health training of troops), medical supplies and sledges, sanitary and economic assets (departments – organisation/planning, billets, supply finance);five independent departments: the organization and the formation of health services, sanitary-epidemiological, sanitary and chemical protection journal editorial and publishing, financial, and three branches - administrative and commercial, private and inspection on health services.
In this organizational structure GVSU Red Army lasted until May 1942. In 1942 and approved by the state № 01/216 GVSU Red Army is transferred to a new organization numbering 135 soldiers and 173 officials, consisting of four departments: medical evacuation, medical, medical statistics, information desk for the wounded and sick, and the four groups);  anti-epidemic and bathing and laundry (departments - the sanitary-epidemiological, bath and laundry-disinfection, billets and supplies), personnel and training (personnel departments, training and higher education institutions);  medical supplies and sanitation and economic assets (sections - organizational and planning, procurement, the Rear and warehouses), 4 independent departments and three offices, as envisaged by the previous staff, with some adjustments in their title.
Subsequent refinement of the structural organization of GVSU Red Army carried out in June 1943, with the reorganization of the structure of the central organs of the the Rear of the Red Army entered the People's Commissar of Defence order № 0379 from 12.06.1943, the Staff № 01/368 provided for the number of GVSU KA 147 military personnel and 278 officials. There was no fundamental changes in the structure of the organization except in the name of the Directorate, some of the departments, departments and groups. The "medical evacuation Directorate" introduced a new department - "the sanitary-resort", in the "anti-epidemic Directorate" instead of "Billeting Department" was created department "Food hygiene and water supply", the Directorate personnel created the third department - 'personnel records and assigning military ranks ". In the Directorate of Supply of Medical and Sanitary Eqipment a department was created on the basis of "Department harvesting of health materials" and "Department harvesting of sanitary and bathing and laundry equipment" and, in addition, a new department of transportation.
The new units were in separate departments: "Office of child care centers" and "Editorial Office publishing encyclopaedia - a handbook on military field medicine."
In the future, until the end of World War II, there were no structural changes in the Red Army GVSU. Specifies the names of some of the main structural units of the Directorate and strength. In 1944, it amounted to 159 military personnel and 280 officials, in 1945 - 175 military personnel and 282 officials.
Military Medical Service in the established organization and acting in a unified system of the Rear of the Red Army throughout World War II and during nearly 50 years in the postwar period, it is quite justified and operational-strategic and functional-specific terms. Doc. Number 37.

20. Military Veterinary Service of the Red Army began to develop since the early days the organization of the Workers 'and Peasants' Red Army.Order RVSR on May 8, 1918 has been designated the College of Veterinary Administration, transformed in the same year to the General Veterinary Directorate of the Red Army, which was subordinate to the chief of the Central Supply Directorate (NOC) of the Red Army. Veterinary Directorate of the Red Army was in the first months of World War II directly subordinate to the People's Commissar of Defence. In connection with the general reorganisation of the Directorate of the Rear, in August 1941, Veterinary Directorate of the Red Army Directorate reassigned to the Chief of the Main Directorate of the Rear of the Red Army.
Since the beginning of the war strength of the Veterinary Administration has been increased by 30% and amounted to 81 people, including 55 military personnel (staff number 1/118 - 41 g). Directorate had six departments: organizational, medical-epizootic training, the Rear and warehouses, procurement, human resources, as well as office and finance general office.
Before the war, as part of the Office was only one position of senior specialist Epizootology. In August 1941, the post of surgeon specialist, and in January 1943 - as a senior specialist physician. In August 1943, these positions were renamed in office - Main Epizootology Red Army, Chief veterinary surgeon of the Red Army and the Chief Veterinary physician of the Red Army.
With a Chief of the Veterinary Directorate and under his presidency was the Scientific Council, composed of four sections: the epizootic, surgical, therapeutic and veterinary chemical protection. The Academic Council consists of eminent scientists of the country.
At the Veterinary Directorate of the Red Army under the separate state kept Directorate and the receiving unit of military representatives ( "military representatives") in the amount of 6 people, carrying out reception from industry and non-harvested veterinary property.

21. In clarifying the structure of the Main Directorate of the Rear of the Red Army under the approved state № 01/209 from 16.05.1942 years (introduced by Directive GSH number ORG / 6/785039 of 06.01.1942), in the rear part of the Red Army entered the department of material assets, operating statewide № 01/232, approved 05.18.1942 year.  At the department entrusted with the task of planning and implementation of funded goods, equipment, materials, and worthless and do not need armies of property and collecting scrap metal.
Staffing department consisted of 5 departments: mobilization-planning, planning and implementation of equipment, products and goods, planning and implementation of ferrous and nonferrous metals, hardware tools, planning and implementation of timber, building materials, chemicals, implementation of worthless and unnecessary property and collecting scrap metal, and a general office.  The number of the department was 8 soldiers and 29 officials.
In 1943, due to further development of central bodies of the Rear of the Red Army, according to the state № 01/304, approved 05.02.1943, replacing the Department of NKO material assets, was created Directorate of Material Assets numbering 19 soldiers and 31 officials. Organizational and it consisted of 6 departments: mobilization and planning, scheduling and distribution equipment and cable products, planning and distribution of metals, orders commissariats of local industries and co-operatives, the stock of assets and of scrap metal and general department.
In subsequent years, until the end of World War II NKO Directorate Material Assets remained as a part of the the Rear of the Red Army without changing the organizational structure and strength.

22. Order of People's Commissar of Defense number 214 from 25.03.1942 of the year as part of the rear of the Main Directorate of the Red Army was formed Directorate for the collection and use of captured weapons, equipment and scrap metal.
The Organization, in accordance with the approved state № 01/231 from 18.05.1942, the Office consisted of two sections: on the organization of the collection and use of the spoils: for the collection of ferrous scrap and the total and the classified section.  The number of card sets within 22 military and 15 civil servants.
