I think in this case, the officer has been supplied by the Rear Area Services and would be in direct contact with the Rear Area Control Point (Soviet parlance for the Army level depot) which would be supplying the Division to a large extent with supplies carried on Army level lorries. This system runs 'top down' even at this level, the Army depot determines what is supplied rather than a Western model which is run 'bottom up' where the Division requests items and the Army would then try and meet these requests. Hence the importance of a Rear Area Services Officer on the Divisional staff.
