I have an entry on a document from the 18th Mechanized Corps from the 22nd June 1941 that states
г) В/Ч 9819 выс. 74,4, 67,5, 68,2.
В/Ч 9819 is the unit identification number and the three numbers, I guess identified some triangluar area. The document says 'карта 100000' the name of the map might be 'АККЕРМАН' (today Белгород-Днестровский southwest of Odessa). The area in question is somewhere between Akkerman and the 1941 Soviet-Rumanian Border.

Re: Soviet map coordinates
Most likely hills with heights in meters. - выс. (высоты = heights)
I have only 1975/83 issue of this map, so numbers could be different. I see nice triangle 64,4 - 73,4 - 87,8 just East of Akkerman.
But we really need to have the exact issue they were talking about, I guess that would be 1926/37.
Map number is L-36-061
I attached fragment with numbers in similar range. To the south numbers are getting smaller (towards the see), to the north - bigger.
