Short question, long answer... As has been said before, white tunics were worn by different branches of the armed forces and various other uniformed organizations, all of which had their own, different uniform regulations.
For the
Heer specifically, the white tunics were restricted to officers. The "new model" white tunic could always be worn with the
Ausgehanzug (= walking-out dress), on certain appropriate occasions with the
kleiner Gesellschaftsanzug (= "small" mess dress) and for sporting events, tournaments and races. (In all cases only between 1 April and 30 September.)
The "old model" white tunic - which could be worn out after the new model's introduction - was also allowed to be worn within military installations and training grounds, but, if worn for duty with the troops, only if the men wore the drill or sports uniform. Outside military installations and training grounds, it could be worn while riding.
In all cases, the same types of trousers were worn with the white tunic that would have been worn with the field-grey one for the appropriate occasion and order of dress.
For example, if the white tunic was worn for walking out or mess dress, long straight-legged grey trousers with branch-colored piping were the standard, while white unpiped trousers were also permitted optionally, but more rarely worn.
If it was worn for general service dress within military installations, long piped trousers, breeches or riding breeches were worn.
If the tunic was worn for riding, riding breeches were worn.
