It's not for HSSPF, but for specialist officers (Fachführer) in the RSHA.

Per regulations dated February 10, 1942 SS Generals with Polizei rank were allowed to wear the "military style polizei shoulders" with the green underlay (Uniforms Organizations and History of the German Police by Angolia Vol 2) . Hence certainly both Eberstein and Frank were allowed to wear the larger Polizei shoulder boards BEFORE their 1944 promotions in the Waffen SS.
