Strange sleeve insignia

Hi all,

I read one example of the "Illustirerter Beobachter" on

http://www.wwiipress.urjc.es/en/Pages/default.aspx

and saw this picture of a Panzer soldier. What means this sleeve insignia?

Hello,

That is the insignia of a "Funkmeister"
