Again, hard to give opinion from one picture....but the cord wrap/twist seem "differant"...(might be the angle)....but would need a close look. Don't like what I seeing....

It looks like a West German one with a replaced (probably repro) Heer badge. It's missing the cloth guard I'd expect to see on the cords, to be definate I'd need to see the the back of the oval.
