rank and award help

Is this a Wachtmeister or Oberwachtmeister - or another rank?
And can anyone id the awards? I'm at a complete loss here.

Straps are for a Ordnungspolizei Wachtmeister, the ribbon on the right is for the 'Honour Cross with swords' aka Hindenburg Cross with swords, the other could be the Austro-Hungarian Service Medal but I can't make it out on this photo.

"Oberwachtmeister" for me. Rank insignia on shoulder is closed on the outer narrow side.
