There comes a point where interest becomes obsession ... there is no-one here (or probably alive today) that can answer your questions ... you could grow old lonely, with long white hair and 12" finger nails worrying about such things. Personally if I were you I'd just settle for it being real and move on ... some day someone may find a regulations book, or even an order book from an embroiderer with this eagle mentioned ....
